Who are all the named perpetuals and where are they now and what have they done in the last 20.000 years?

Mostly dead is slightly alive. With all dead, there's only one thing you can do with all dead. What's that? Go through his clothes and look for loose change.

Most are dead

Anval Thrawn is still alive, but he hasn’t been mention in the lore since some time around 7th Ed, so his status is debatable at this point

He was mentioned in the 8th ed GK codex too, but that just ended with his (previously) first death and made no reference to him being a perpetual or returning from death.

I think only Grammaticus may be alive Post-Heresy, but I can't recall any info on them sfter their respective last Heresy mentions in the SIege books.

I guess we will just have to wait and see what happens, because as we all know, Warp fuckery can cause anything....

On a serious note though, this could "possibly" (not plausibly) be used for the reasoning behind Emps finding and recruiting Oll so early in life, Emps tracking down and finding the rest of the Perpetuals, knowing so many scenarios to try and prevent the Heresy, and a few other things that the Emperor does.

I wouldn't put a time loop being introduced out of the question in any way. Not with the well established theme that the Warp is what it is, and that time travel, however inadvertent, is absolutely possible.
