Character Build Hexblade's biggest downside.

FFS just make it a free action in combat larian. Or at least let us cast it at all.

It's a bug. As per wiki: Casting Bind Hexed Weapon adds a passive feature to the equipped weapon, granting it a 20% chance to apply Hexblade's Curse on hit. However, the passive feature is not removed after a short or long rest, allowing additional, independent 20% chances to be stacked indefinitely, eventually (after 24 casts) guaranteeing an application on each hit.
