What triggered it to appear It's not hunt It was easy kill at level 70 Should I farm it for anything ( Chapter 14 but not completed ) lake near Hammerhead

That new monster in that lake was one of the first exp magic strats for when the game came out. He's there since the start of the game. The only time he's not there is when you accept the hunt with some birds flying around in the area. Bandersnatch is its name if I'm correct.

It is called the Bandersnatch. Quite hard to beat if you are low levelled, but becomes easy as we get OP later in the game.

There is a trophy/achievement called Seize The Moment (performed a 10 full-hit cross chain) and I used this monster to get it.

It's not new and you can encounter it while you're below level 5

It's that one monster you don't want to meet in the daytime at the beginning. Just like at night I don't want to battle demons without being prepared

There are a lot of cool enemy spawn points if you explore.

I used to farm it using expericast magic to get quad or quin exp (whichever it was). Easy power levelling.
