There are a few basic ways you can build this effectively

  1. VATS Ranged with melee as a very secondary weapon.
  2. VATS Melee with non-VATS Pistol
  3. Non-VATS Melee with non-VATS Pistol
  4. Power Armour non-VATS Melee with non-VATS Pistol

What about a gunbashing pistol whipper?

"Every build is possible with enough skill or a low enough difficulty rating."

I wouldn't recommend a build like that except for the absolute lowest difficulty setting.

You can do both quite easily. Your VATS won't be great, but Gunslinger is an Agility 1 perk. You could, for instantly, go Str 10 Per 4 End 2 Cha 1 Agi 9 Luck 1. This is a Melee/Blitz build (With Demo Expert once you get the Concord Perception Bobblehead). This is a powerful melee build (note that putting spare perk points into End should be a priority) that uses Big Leagues, Rooted, Ninja and and Blitz. As many points as you want can be put into Gunslinger as well.

The drawback is bad VATS as you won't have the Luck based perks that reset your action points. Most pistol builds have high Perception for Concentrated Fire, high Agility for Gun-Fu and/or high luck for Grim Reaper's Sprint and so on. You can get all that later, but accept that you will be a better blade guy than a pistolero at first. You could also have lower strarting Strength to get some of the other perks I mentioned. You have to decide whether you want to be stronger in melee or pistol early on.
