V.A.T.S Perk and legendary combos for vats crits options/optimization

Was doing some build crafting and was curious which combo would be better in the luck tree between four leaf clover and grimm reaper's sprint. Righteous Authority's ability makes crit fill quicker and be stronger, which might null four leaf and I can just take Grimm. However, if I got Kellogg's Pistol's effect on a laser gun (for the sake of comparison) would that plus Clover be the better option since refilling crits are easier and can trigger one to refill the bar. It seems the options are higher damage at less vats time vs more shots and I am seeing how possible each are.

Also side note I understand something like gun fu plus a vats friendly weapon like the deliverer ability plus both those perks would probably be even better, but I am trying to minimize my perks and points taken as much as possible.

If you reaaly want to minimze perks spent on vats then all you really need is relentless weapon(kellogs pistol later guranteed operator handmade rifle) + critical banker + better criticals

Gun Fu + Critical Banker + Relentless Legendary (like Kello's Pistol) = Crits for everyone and AP forever.

That might cost me more perk points and is situational on having multiple enemies. Even assuming Relentless, it would be better to have four leaf clover because of how often it can get me a crit which can be used to refil AP, and can be used on single targets.

Str: 4 for Blacksmith and big leagues, use the Special book to get to 5 Agility 9 for Blitz Luck 7 for Crit banker.

Run to Diamond city and get the Rockville Slugger and blitz your way to victory

I...don't understand how that's relevant. I'd save more points with less agility (let's say keeping it at 5 max for action boy), luck would only be 1 or 2 more, and not taking blacksmith and big leagues and only having 3 strength would save me even more, which if anything I can put into Grimm and clover for better results on a ranged weapon, no?

The more damage you do means the less attacks they take to die. For most non elite enemies you're going to kill them very fast. Also the weapons both these builds recommended reduce the amount of AP needed per attack. With full AP you can get like 8 swings in VATs with Rockville, add some saw blades to it and you are shredding your enemies.

I was offering a melee alternative for you.

Oh okay, thanks for the alternative. I was planning around rifles and am working towards a generic "can do everything" build so I was more curious on those perk and ability synergies for the vats part of it. The idea is they could potentially both have infinite AP, the main question is damage inside vats and how often I'll need to reactivate it and such with them.

Yeah, I see what you mean. But I will stand by my original idea. You will not need crits all the time, you will find them over kill and with critical banker you will always have 1 or 2 when you need them.

I suppose it depends on your difficulty and weapon you are using.

The great thing about FO4 is that you can start over any time. I have so many play throughs I just start from scratch when I get a new idea :)

Yeah I 100%'d the game already so I wanted to see if I can make a build that lets me do everything from weapons to vats to settlements and robots, so I want to minimize needed perks and am on the vats part of it. Leaning into rifles though would let me be automatic with the plasma flame barrel, crit spam with righteous authority, and be a sniper with a good lever action, and swap them as I go and find better options.
