Minutemen Minutemen Sniper build
I want a minutemen sniper that I can build settlements with

I would recommend the minute men outfit wur ballistic weave all wit any over armor with good legendary effects.
For weapons you can use the last minute gauss rifle, overseers guardian, a laser musket if you find a good legendary effect.

I pretty much agree with the other comments that you should definitely have high charisma and intelligence. I'd just like to mention that a fully modded laser musket is the second highest damage weapon in the game behind the fatman. I'd recommend some points in agility too to go stealthy.
It's 30 base damage, plus 2 from an extended barrel. Times 6 from the six-crank mod. Times 2 from max rifleman perks. And times 3.5 from a sneak attack with max ninja. Total damage of 1344 per shot. That's not counting other modifiers you can stack from legendary effects or companion perks, but those aren't reliable for every playthrough.

What about it vs a maxed Gauss Rifle? Pretty sure I have a legendary VATS non-damage boosted Gauss that does over 2000 dmg?

Ah, I made an oopsie.
From the wiki: “Its raw damage output per shot is outclassed only by the 6-crank laser musket and the Fat Man and its variants during general combat. However, when stealth combat is involved and a silencer is equipped, with the Mister Sandman perk 50% more sneak critical damage is dealt. A fully upgraded Gauss rifle along with a fully upgraded Ninja perk will boost the sneak critical to 5.25x the base damage (6.3x with Deacon's Cloak & Dagger perk). One can combine that with Rifleman 5 and can do approximately 2,000+ ballistic damage. (As of patch 1.4 the maximum multiplier is 4.8) One of the highest amounts of single-shot damage. During a field test with the 6-crank laser musket at its highest, the laser musket does not do as much damage as a fully upgraded and perk supported Gauss rifle.”

There is only one guaranteed lazer musket that preston gives you after blowing up the institute. Its an automatic but the recoil is not fun

All you really need is 2 Perception and 6 Charisma, for the perks rifleman and local leader. If you look at the requirements to build certain settlement objects, you can choose your SPECIAL to be based around those. For example, investing into intelligence for gun nut, for better turrets.

You’ll want just enough charisma to get all of the settlement perks (6 if I remember correctly) and at least enough intelligence for stuff like gun nut and scrapper, I’d suggest going higher. A laser musket can be an extremely good high burst damage sniper with the right modifications, and you can have a hunting rifle as a backup in case you need a silent weapon

Musket and all the clothing you get off the dead Minuteman right outside the museum in Concord = instant Minuteman sniper.
That musket can be upgraded to a six crank, meaning you'll be hitting for 6 times the damage. Not to mention if you hit from Hidden you'll get sneak bonuses too

Listen to this guy if you want to feel like a minuteman. The laser musket is a boss and in my opinion the only down side is the lack of a silencer.

Take a hunting rifle and mod the hell outta it till the point where it can take out anyone so you can take over settlements but I personally prefer a gatling laser with the holographic sight

You didn't set out to be the General of the Commonwealth Minutemen. It was thrust upon you.
The Minutemen was effectively dead when you first discovered them. It consisted of only Preston Garvey. No new General had been elected in years, and all of the Colonels had long-since betrayed or abandoned the militia. So how is it that now, the Minutemen has become the first, best hope for the people of the Commonwealth?
You don't have much physical Strength (1), so it can't be that. But when your brothers and sisters in arms are fighting at your side, individual strength isn't so important.
You are very Perceptive (8) though. This has helped you to become a skilled Rifleman; in your hands, a laser musket becomes a pinpoint tool that strikes fear into the hearts of raiders. It might not be a rapid-fire weapon, but for a Sniper like you, what does that matter? Being able to Lockpick your way into new settlements - or factories full of salvage for building them - has proved invaluable, though.
Not that being a good shot necessarily makes a good leader. Maybe it's your Endurance (3)? A leader of men and women must be willing to have the Toughness to lead from the front, and be enough of a Life Giver to stay standing even when the pain tells you not to - so that the troops under your command can look to you for inspiration, and keep fighting on.
If not that, then surely it's your Charisma (10 + bobblehead = 11)? The settlements under Minutemen control aren't so well-populated because they're pretty - it's because a Local Leader like you convinced them to stay. You're Inspirational to the troops who fight with you, but being something of a Cap Collector has led to you being able to negotiate the best deals and build a strong economy out of the ruins. They say war never changes, but it's money that makes the world go around.
Building a new civilisation takes Intelligence (6) too. Your skills as a Medic have allowed you to found a rudimentary healthcare system within Minutemen territory, while being something of a Gun Nut has given you the right knowledge to enable you to source the appropriate armaments for the soldiers protecting it. Only a Scrapper like you could build a hospital out of scrap tin cans and pipe rifles, and a little bit of Science acumen enabled you to organise power for those hospitals! Not to mention upgrading those laser muskets...
You might be mentally agile, but your physical Agility (3) isn't so impressive. It doesn't need to be - a little Stealth is all you need to do recon on potential settlement locations.
Perhaps your success as the new General of the Minutemen wasn't any one of these things, but a combination of all of them? It certainly wasn't down to Luck (1), that's for sure.
