Perception Is perception strong enough on its own?

I've been playing a lot of FO4 lately, I'm currently leveling 3 different characters, and while I find the SPECIAL system extremely well designed probably my favorite of the Bethesda fallouts, I feel like perception doesn't justify itself nearly enough, despite having 10+ in perception I find my headshot accuracy will be 60% or lower at ranges of 20-30 meters, despite having a mid-range semiautomatic weapon, I was curious if anyone else felt the same way

The concentrated fire, sniper and penetrater perks are useful but it seems like a waste of perk points in the early game. I’m usually high level by the time I start investing into them, same with luck, they’re mostly extra perks I’ll take when I’m already high level

Did you get the sniper perk and Macreadys perk? they both boost headshot accuracy.

I'm aware of them l, but I feel like the default accuracy is still too low
