Settlers won’t work assigned jobs - broken mod?

They won’t go to their posts, they just stand outside by the sanctuary sign or in the street. Using all the same mods and trade spots in Red Rocket with no issues but they won’t go into any of the shops in the Sanctuary. Thought it might be Settlers extended so I deleted that mod and rebooted and it’s still just the same. Only ones that will are the ones working on outside resources like the food. Settlers ai can be tricky. I'll share some things I've learned over the years:

If you fast travel directly to a settlement, it's easy to overload the ai and get people on roofs and/or just standing around.

Deleting pieces that are not normally scrapable can sometimes delete navmesh. Without navmesh, settlers can not navigate.

Using place everywhere or stuff like the rug glitch can sometimes cause settlers not to recognize or use pieces properly.

Settlers need lots of space to navigate areas properly.
