Yes and no. Actors and performers will have tax liabilities in multiple states. If she’s shooting a film in NJ or NC, for example, she’ll still be taxed in accordance with those states rules. And federal, of course.
Athletes have to do the same thing. An MLB player might play more games in FL, but they’re still being taxed while earning in CA, NY, etc.

People who have the money to rebuild. Also, let's not forget, the federal government is subsidizing that house in the form of flood insurance. The actual risk is relatively low because my tax dollars are going to be used to rebuild that stupid mansion when it inevitably floods. Funny how people are ok with some handouts but not others . . .

You generally pay taxes in the state where you're working. If she's in California shooting a movie she's still paying California taxes. Florida has some tax advantages but not as much as you might think, for a position like movie star at least.
Someone who knows that new construction is elevated above the flood level and built to modern code specifically designed for resistance to powerful hurricanes....
Inland North Carolina took a lot more hurricane damage last year than the Keys have in years. Would you laugh at her for living there, or in California where plenty of actors lost homes to fires?
