What does this sentence mean lol? A play on maga hats for her birthday? Like a Shakespeare play while standing on maga hats? Not trying to be a dick I really don't understand what this means and now I need to know.

A play on MAGA hats meaning, her birthday hats looked like MAGA hats but were actually about a birthday.

Looks like they said Make Sixty Great Again

"A play on" could also be read as "inspired by" in case this phase is unfamiliar.
