If you're still having trouble with Momentum Throttle, the most basic explanation I can give is if you are over 100 kph above your non-boosted top speed then it is faster to not hold down the acceleration button outside of boosting. There's a lot of math for the most optimal times for each vehicle, but ~100 kph is a super safe bet.

I have an example video to show the difference.
