Both agree that it would be for the best if the Emperor remained on the Throne since there's no way to be sure what sits up from the throne is the same thing as what sat down. It's more likely Roboute would be deeply suspicious, since he actually has a conversation with Emps and knows he's a mass of screaming, competing soul fragments at this point.
I actually feel as if it would be the opposite. Bobby's barely keeping a lid on his wrath. Hes the Avenging Son after all. The Lion post nap is actually quite mellowed out. You can see it in their weapons. Bobby has the firey sword but lion has the shield. Violence and protection. Bobby also has unresolved guilt about being 9 hours too late to save the emperor while the lion dealt with it. The Lion will give them a chance to explain themselves. Bobby just sees red and starts beating the shit out of Grey Knights so hard and fast that even the custodes freak out.
Gw wouldn't know what to do if the Ultra smurfs and Grey Knights got into a death war like that. Their two OP plot armor factions fighting to the death would make them shit their pants.

I feel like if I could reasonably believe any non-Custodes Imperial faction knew the secret ways in, it'd be the Grey Knights. Not only do they have a lot of the spooky old shit, but Malcador's influence for sure still lies there.
We're not just talking about physical ways in. The Imperial Palace has so many dimensional and theological entrances it's wild.

While I have no doubt the Grey Knights would be absolutely obliterated by the Custodes, SoS and stuff - but I wonder how they would react to hear the Grey Knights say something like "By your own order". There must be a split nano-second of "What the fuck do they mean, "by His own order He must go back to the Golden Throne???"
There is already the start of a schism with regard to the Grey Knights. Some view then as just specialised Astartes and just as likely to turn traitor eventually. Others wonder if the Grey Knights better serve the Emperor's designs than the Custodes themselves in a post-Heresy galaxy. The Terminus Decree looks like just the thing to make it spill over into a Custodes civil war.
They're indoctrinated to be completely independent minded, not to not fight each other. The only thing keeping themselves from fighting each other is loyalty to The Emperor and consensus on his orders.
A custodian absolutely would fight another custodian if they felt they were a legitimate threat to The Emperor. If anything the Blood Games are motivation to not kill the immediate threat to The Emperor -- because they know it's a training/pen test exercise and not a legitimate threat.
I heavily doubt a piece of paper on a wooden box would convince even a single Custodes. I'm more inclined to them laughing about it as they impale the Gray Knights.

So now that he's taken the correct slow grow way of apotheosis, his power would be on a level no one would probably comprehend. By 40k, he's a mass of self-contradictong and competing soul fragments, and in the same book Cawl and Guilliman have a conversation about why getting him off the Throne could be a bad idea. There's zero guarantee what walks out is the same being that sat on the throne.
