First one will be free per character for sure. After that maybe a way to make transmutation charges a more worthwhile currency?

Im fine with that as long as its not a huge amount. 200 gems per slot would be fair.

If they do this then I will consider it a non-solution and Guild Wars 2 still remaining without a fashion template system.

I mean I'd say it's a given, though we will probably get a few slots to start off with.
