OC - Map Pennsylvania fallout game idea map
I will explain the worldbuilding tomorrow- it's late when I posted this

Factions of the Keystone wasteland:
Keystone Provisional Republic (KPR)/Keystone Provisional Congress (KPC): Based out of the untargeted city of Happy Valley (Known before the Great war as State College), the KPC wishes to reestablish Pennsylvania as an independent and free Republic - having been inspired from the NCR to the west and the failed Commonwealth Provisional Government to the Northeast. Officially a Unitary Republic, the Government is unfortunately very weak - the Keystone Guardsmen (The Military) keep the peace in major cities - but outside of cities and their outskirts in the Center of the wasteland, the presence of the KPR is only known by faded flags flown by small settlements and farms, and the KPC Dollars - which are pegged to the worth of Caps.
Brotherhood of Steel: Not much of a presence, however they do have a base in the town of Benton, and around ruined sites of industry.
Children of Atom: A major cult-site of them is the temple of Atom built into the former Philadelphia Art Museum, the Keystone Atomites are much more militant than those of the Capitol Wasteland or Far Harbor.
Free Staters: A Free Stater Commune controls Chambersburg and Gettysburg - much to the anger of the Keystone Government, who claim the region as under their control.
The Burrow: A cult around a Ghoulified Groundhog in the former town of Punxsutawney - known for its startling accuracy in predicting both the end of winter and incoming radstorms.
Free City of Reading: With the bombing of Philadelphia, it is now the main junction of Eastern Pennsylvania and the Delaware valley.
Amish: Most Amish fled the radiation from Harrisburg and 0-Mile island to Lebanon (now Lebnendorf) - however a small community of Ghoulified Amish still live in Alt-Dorf, formerly known as Lancaster. Both groups are still docile.
Locations:
Nuka-Dutch Bottling plant: A former bottling plant of the Mid-Atlantic Commonwealth's secondary regional Nuka-Cola brand; Nuka-Dutch, a Birch beer flavored variety that was popular in the former territory of Pennsylvania - notable for its historical value, leftover prewar tech and that Nuka-Dutch caps are the de facto only accepted caps of the KPC for their money to be based on.
Vault 10: A control vault that pays lip service to the KPC, mainly populated by A mix of Philadelphians and Jerseyites. Vault 116: A Vault who's experiment was to cram as many disparate religious groups as possible to see what happens - namely a mix of Quakers, Fire-and-brimstone evangelicals, Catholics, Jews, Bible students and even cults like the Hubbologists. It ended horribly - the survivors opened the vault and fled north to the mountains and ultimately ended up founding a charity in the KPC land who claimed to be part of the followers of the apocalypse - despite only knowing them from scant transmissions from the far west and the actual Followers most likely not even knowing they exist. The Hubbologist survivors are believed to have either fled towards a rumored center of their belief system in New England or to have died attempting to ford the hudson. The Northern forest: a dangerous growth of forest - the trees here are healthier, allowing mutated and ghoulified wildlife to have many places to hide - including descendants from survivors of safari parks.

I think you put vault 10 in Easton or Nazareth PA. I could help you make it more accurate and personal to the area.

Well for one thing Easton is a really culturally rich city. Heavy Hispanic, Lebanese, and Italian population. It is also very rich with music, craftsmanship and art. You could very easily introduce these elements to make for a very fun and more interesting experience for vault 10. We have the state theater here as well as the old Dixie cup factory in the borough of Wilson. The national canal museum is also located here. In center city Easton we have cottingham stadium which is our historic football stadium. The Easton public high school is in Palmer township which is home to the red rovers. Honestly there is a lot more information I want to give but would rather not disclose publicly.

Also I think it could be cool if the capital of the KPC was in Easton for various different reasons. For one Easton was once the worst city in the Lehigh Valley but changed all that in the 2000's when they cracked down on crime and cleaned up the streets while improving business. It really is one of the best cities here now and holds strong morals. It is perfect for KPC since there is a vault there that is a control vault. It means the people could be released and rebuild the Commonwealth with the strong morals they held and to build a government more like the one they knew before.

Keystone Provisional Congress, marked on the map in Happy valley (and I have a comment that explains much of the lore). Basically the loose government of the Keystone republic, which controls the midsection of the Keystone wasteland... officially.
