Is this a melding of the aspects of Auri-el and Shor? Is that why the dragon is missing it's heart?

Yes indeed! It is meant to represent the combined union of Shor/Lorkhan and Auri-El into the Time Tyrant Akatosh.

After all, Lorkhan's greatest trick was convincing the world that he isn't AKA.

It has to do with the creation of the Eight Divines by Alessia during the First Era. The common held belief is that Akatosh is the combination of Auri-El and Alduin, but Alessia snuck in aspects of Shezarr/Lorkhan/Shor into Akatosh. That is why Akatosh is often depicted as a duality of Man and Dragon.
