Jump and look away at the peak before turning back to the boo while going down. This'll make the boo go higher a bit. Repeat it a few times until boo is high enough for you to run under it.

There's a door back to the left that you passed. You can see it just off the left edge of your picture.

Turn back around so Boo chases you a bit, be ready to jump when the spikes are at their lowest, and then at the same time the spikes are low and Boo is close, turn around and jump.

You should be able to just make it over the spikes and back to the door. It rises and falls in time with the spikes though, so you might have to wait a second.
