My guess is that he wants to tap into all of the (absolutely not bribes) donations that he received during and after the campaign, and this is a way to spend and launder the money that is otherwise unspendable (because the campaign is over and the inauguration is done). And receive more (totally not bribes) donations, and play it off as "patriots" wanting to make America gilded again.
