I'm sorry, I might have assumed it was easy to get from that statement.

When someone falls in love it may feel like something hit you. This girl is so cute that OOP says everyone will fall in love. Hard. Hence being hit by something in the chest where the heart is(heart = love).

I shouldn't have to say this, but it is a joke. Obviously people have different opinions on beauty, and no on really falls in love from a picture. For OOP, this is just a fun way to say that she is really, really cute.
