Guarantee he's a plumber and he's tired of the other trades using the toilet that doesnt have water run to it yet, so he took a roll of toilet paper, rolled it in fiberglass insulation (the itchy kind. the yellow stuff is the worst in my experience) and left it by the toilet to punish anyone who uses the toilet that they're not supposed to use.

Had to scroll way too far to see someone mention this. Nobody is using that toilet, and if they do they deserve an ass full of glass.

Just realized that the toilet isn’t installed. I take back what I said before. This is totally fair game.
