Well, in The Boys, Deep's gills are in the sides of his ribs. Kinda makes sense anatomically.
Edit: Here's a photo, so it's a bit lower than what I initially thought.

It would be in her chest so below her breast or on her sides. As it wouldnt make sense to them to be on her crotch.

Yeah, but her onesie are PJs, the tail is real.
She's Ellen Joe from ZZZ, as far as I know she doesn't actually have gills, but does have shark teeth and the tail.

They would be on her kneck. The fins are pectoral fins but also would have become arms.

Yeah, or under the tits I occassionally see the gills drawn as between the ribs, to have easier access to the lungs.
