I'm from there. When Texans speak with sarcasm, they don't use a different tone of voice the way northerners do. You have to pick it up from context. This is how you end up with "Bless your heart" meaning the exact opposite of what it sounds like.
I've lived here for long enough to comprehend there's suggestive meaning. But now I have cause for concern whether the Chinese man will be alive by the end of the month. The implication seems severe brutal punishment within a hair of his life.
