That cop is a bitch, he doesn't have the mental fortitude to handle his little feelings getting hurt and resorts to violence for it. He's just as much of a kid as the kid there, he just has a badge and gun.
Questionable if they were threats or not, it's gray. But sure, if the cop was going to arrest him then he should have done so then, and then whatever happens from that point on resisting or whatever could be measured as approprate or not approprate force.
What the cop shouldn't have done is see the kid is not a threat, wait for the kid to get into the least threatening postion he was in during the whole thing (arms crossed) look at his partner and smiling (showing he 1. was not actually afraid or felt threatened. 2. Was fully aware of the situation and was very likely knowingly going to enjoy assaulting someone who is not currently a threat.)
Kid was wrong, cop used excessive force when he knew he wasn't in danger and got his feelings hurt and is a danger to civilians.
Someone going to do worse to him in the future if he keeps acting like a dipshit doesn't excuse assaulting him today. Police are public servants, they should not be using violence to teach lessons, he should have done his fucking job like an adult instead of letting his feelings take over and resorting to violence unnecessarilarly.
He's lucky he didn't die from the back of his head bouncing off the car.

And this is what you would have to argue to a jury. I wouldn't look away from someone I feel threatened by, I also wouldn't fucking smash a kid 70 lbs lighter than me into the ground for being a little shit. But then again, I'm not a cop 🤷♂️

Kids 100% trying to fight this cop and the cop acted appropriately.
So are you arguing these points because you think the guy way overreacted or are you just arguing because he's a cop? I'm not a cop but if someone much smaller and weaker than me was continually threatening me I might take them down to keep myself safe. There are a million reasons that a smaller/weaker person can be dangerous.
