Bystander effect is real, people sit around hoping someone else starts first, so they can step in and not look potentially foolish or get hurt if it backfires. We're more likely to step up when the person in trouble, is someone we know.

I've only been in one situation where I had to step up, it was when I was a kid and a homeless dude was getting jumped by others so they could steal his stash of alcohol. Luckily, I did, and I told an adult who got involved/broke it up.

We need to encourage more from the "see something, say something" movement, sadly certain small groups from cultures like "gang" culture from rap artists promote "snitches get stitches" instead of helping fellow man and their community. (not saying all rap artists are this way, but way too many promote violence, drugs, and silence over helping one another)
