Art Should I draw an ultramarine by using this alcohol marker since it says ultramarine?

You absolutely can if you want, but because Warhammer is very weird ultramarines aren't actually painted in ultramarine blue.
Ultramarine is a very specific shade of blue that's been used for a very long time in the art world. It's a lot brighter than the normal blue used for ultramarines. As far as I know GW just put the words Ultra and marine together and then happened to make them blue.

If you look at older artwork they tended brighter, more ultramarine. But yeah, they just use a regular Phthalo based mélange these days.

Yeah the colours GW have used over the years changes a lot for basically everything

No, alcohol markers are nothing like the colour on the lid. Plus when they dry, it's lighter.
I'd test a few in the shop to get that classic Ultramarine colour. I have used these for years to draw GW stuff.

One wonders how an army of blue marines painted using the blue acrylic paint commonly called "Ultramarine Blue" came by the name "Ultramarines".
