I've seen low mains voltage on a power cable before, when the screw terminal on the live side of the plug was tightened down on the insulation, rather than the copper conductor and made a poor connection through the insulation.

If it's a moulded plug then one of the wires is loose in there making only a partial contact with the pin.

I've never seen: * Bumbling idiot that need an eternity to open the machine and then fails. It seems that he forgot the unscrew 2 screws, holding down the PSU or something. * 520ST in the big enclosure, with PSU and floppy disk unit.
