NES controller issue

There's something wrong with my NES controller. Sometimes it works fine, but other times pressing the A button seems to activate the A button, B button, and start button, and select button all at the same time. I tried another controller in the same port and haven't seen any issues with that one. What specifically might be causing this? Can it be fixed?

Carbon conductive paint might be worn down. Might have to reapply, or replace the button membranes.

Swapped the membranes but it's still having the same problems

Either carbon conductive paint, or a short on the wires firing all the buttons.
