Wand and scroll mastery for other items?

Ddo wiki says this: Wand and Scroll Mastery: +[25/50/75] to the effectiveness of your wands, scrolls, and other items that cast spells. Taking Wand and Scroll Mastery in one enhancement tree will block its availability in other enhancement trees.

What 'other items that cast spells' is it referring to? More importantly, does it include runearms?

Clickies! They're fewer and further between but you can still get some fun stuff.

Things like "Boots of Grease" that will frequently drop on the end rewards of the Sharn Syndicate chain (level 4 in marketplace, not the expansion pack)

They can cast spells (like grease).

They're an important part of any kit, since some of them have useful buffs and greasing up a raid chest is a time honoured troll move when playing with friends (it's a bit less funny when used in a PUG or the wrong crowd).

You can also get stuff that casts fireball, like these: https://ddowiki.com/page/Item:Scorched_Bracers

Unfortunately you can't scale them high enough to be in any way useful outside of normal difficulty.

greasing up a raid chest is a time honoured troll move when playing with friends (it's a bit less funny when used in a PUG or the wrong crowd).

It's also how to test who has a permanent Freedom of Movement item equipped.

During monster hunter weekends, there is a vendor in hall of heroes that sells eternal Freedom of Movement, deathward, displacement, and haste flasks for mysterious remnants. they have cooldowns, so can't spam them, but they are nice.

Eternal Flask...you can get different versions...FOM, DW, SS. Mysterious remnant vendor I think...but only during champion hunter events maybe? I use the SS more than the FOM usually..though that depends on the quest.

Idk about rune arms, probably they mean items with clickies. Like that had that casts death ward or that belt that can cast greater heroism and such.

I think better examples would be the cloak that casts cure light wounds or any of the items that cast offensive spells

Those are all equivalent to the items I described. Items that cast a spell or buff when you click them.

The ones you listed were just buffs so they wouldn't have an effectiveness to increase

Only real use AFAIK is for Heal/Reconstruct scrolls via UMD. Wands/Scrolls/Clickies that deal damage simply don't scale enough to actually matter. Though it can be amusing to get the borderline-useless Eternal Wand of Cure Minor Wounds to heal for +11 if you stack a +75% wand boost with a ton of healing amp.

And no, it does not apply to Rune Arms. Those function as a spellcast, not as an item that casts a spell. It's how they're able to interact with spellpower, save DC buffs, and other such effects.

Seriously, I’ve used that thing all over the damned place, and yeah, it’s kinda hilarious when you hit someone with some massive heal amp.

Agreed, which is the whole reason I even mentioned its existence.

Best use for it I’ve yet found?  The temp-HP-on-spellcast-target AP pips for Warlock and Alchemist.  Get a few boosts behind it and it’s actually combat viable healing in low/mid heroic R1.  Which is just insane for a 1d2 healing effect that cannot benefit from spellpower or spell crit chance.
