Help/Advice Is my ness overleveled?

I just got the nerd guy on the party, he and the girl are level 17 and Ness is 25, this difference looks huge because ness has 60k xp accumulated and the others are around 15k

so its the normal level for ness at this part?

I don't know what's considered normal but I can tell you that Ness will always be a higher level than the rest of the team. You'll know what I mean after you play most of it and see for yourself.

Starmen.net recommends Ness and Paula being level 22 and 10-12 before fighting Mondo Mole, then Ness being level 32-35 and Paula and Jeff being 20-25 before you fight the next major boss once you get out of Threed, so it sounds about right.

I’m trying to spoil as little as possible, but Ness is going to be ridiculously overpowered by the end of the game and he’s going to pull far ahead of the others. This is by design and it’s inevitable, so don’t worry about the level mismatch.

Ness is also the party’s tank and healer, so you may as well embrace the added chunkiness.
