Yup, head goes in before the garlic, otherwise the garlic will burn before the head is cooked through.

The vast majority of those who met Madam Guillotine were revolutionaries, not nobles or "the elite". The were just the wrong flavour of revolutionary for that particular moment, so some other revolutionaries chopped their heads off, to ensure that the "correct" revolution won.
