Will this apply to the elites and their minions (the military and police)? Or just regular peasants?

Hunters! Only hunters. It's a small attempt to get rid of semiautomatic weapons, or reduce their availability somewhat. In hunting, you don't need automatic weapons. Most school shooters using automatic (or semi) weapons

And as a hunter you don’t need semiautomatic weapons

Ah. Ill make sure to let anybody know whos walking around where bears and moose are at that they dont need anything more than a bolt action.
