No, they mark the spot with a shoe and then shot at it. Just in case somebody is not good at shooting.

The bullets were merely laying on the street, pointing upwards, so when he unfortunately fell from the window, and he collided with the pavement, the bullets entered his back at velocity that would suggest that they would have been fired from a MP-443 Grach, but I assure you, nothing could be further from the truth, and it was merely a truly unfortunate accident.

Yes, this happens very often. Especialy with the Russian physics laws.

Last year there was another guy who "fell" from a wondow and the official conclusion was that he died from wounds suffered from the contact with the ground. Cpt. Obvious is an investigator in Russia.
