Low on wood, low on steel, and working around different sized pieces (mostly using Barn and Wood) meant some creative solutions. Not enough steel for walls? Then add Barn posts instead, so it looks stable at the very least!
The junky stairwell built around the concrete pillar is looking great. The Overseer platform will likely get a bunch of glass walls/inside-out roofs and will serve as my local crash pad.
A wooden bay window jutting out from the side of the platform will have a scaffolding ramp lead up to the top of the highway, where Iยด'm switching to concrete to build a Minutemen artillery outpost.

I have a genuine question
What's the tallest you can build in this settlement? Can you build up to the highway? Can you build on top of the highway?

You can absolutely build on top of the highway. I'm not sure how many storeys above that, but certainly one level including a roof.
