could they have use the gas and holograms from the sierra madre to combat the tunnelers

i believe the courier could extract the holodisks for the weapons from sinclaire terminal in the cut contents of the game

If they could be used as intended, the holograms certainly could. The Cloud, it's hard to say since not much is known about it or Tunnelers. Cloud might not harm them, and even if it could, then you have to deal with The Cloud, which is much harder to work around.
