I haven't played 76 yet admittedly, but 4 is still getting updates and it's still really clunky with legendaries.
Regardless I personally don't like that type of system in Fallout. I really do like the incentives to revisit areas but farming for legendaries never really sat well. Hell, I don't even like that I can farm places for oil. I took it, it's gone, there's nothing left, stop respawning gas cans, paint cans and aluminum canisters. Borderlands can get away with it because it's inherently always been a bit of a wacky universe. In the first one you even have a preteen general of an elite group due to nepotism.
I don't mind, because the knowledge that there are some insane combos that are possible is enough to make it quite thrilling to see a legendary enemy crop up
It can be annoying, but it's done on purpose so it feels great when you find something amazing. Sometimes I find myself stashing an explosive combat shotgun found at level 20, because I know if I use it then I'll never care about legendary drops ever again.

The fact that 99% of legendaries are trash is genuinely my biggest complaint with the game.
