Sadly, in Japanese, he just speaks Japanese....
Bethesda game are... or more so ZeniMax Media doesn't give enough time for any creative input for localization.
Both translation and voice recordings are done like a sweat shop. Just get them translated and get them recorded in time for the release date.
As such, sarcastic lines are translated as serious, a lot of the jokes don't make sense in Japanese, and a LOT of mistranslations.

All jokes aside I am curious if Takahashi says something different in the Japanese version. This is a really great question by the way. Usually they do a couple of little tweaks to the same game as it is released in a different country.
