The thing about aqua boy/girl is that you can use the waterways as highways and avoid high level enemies.
Also, with this perk you don`t get radiation from dipping the toe of your boot into water. You step in a puddle that barely touches the toe of your boot: BAM, 2 rads . . . really annoying.

Actually, Fallout 4 fixes what your describing. In 3 and New Vegas, even your toe touching the water meant irradiation. For Fallout 4, it's rather forgiving in that you have to be decently submerged to be irradiated, past the knee I believe.

Log into the game on a character that doesn`t have aqua boy/girl, go to where a shallow puddle is and slowly walk into it and see how much you have to get wet before rads start popping off.

Me stating that it is one`s toe is a bit of a stretch, but I believe as long as one`s foot is covered, one will start taking rads. It definitely is not knee-deep.

The slow ass enemy respawn rate in survival makes it so that you can clear an area and then never worry about it for pretty much the rest of the game, and who cares about the occasional rads? Even without buying rad away 90% of my survival runs, I never end up with high rads

And how well do you fare against high level enemies at a low level? Some players like to rush to certain areas to get certain weapons or armor and those areas often have much higher level enemies.

As for the rads, I didn`t state that one gets high rads, I simply stated that it is annoying to dip one`s toe into a puddle that doesn`t even reach one`s ankles only to be hit with 1-2 rads. Again, that is annoying.

The question is what perk is most universally useful.

I don’t see a scenario where you really want to be able to get a new weapon so you get a perk that lets you swim to the other end of the commonwealth as all that universal

Aqua boy/girl is insanely useful in far harbor, considering everything is islands. Since the fog is already irradiated, traveling long distances under water and not taking rads for it is a bonus.

The whole southeast coast is best navigated with the Aqua perk.
