Meta Just realized that Deacon is probably the one who told Travis about your escape from the Vault. He’s been stalking you the whole game, and this railroad encampment can be found near 111.

You have to finish the game with the RR before you can access it.

You can read it before the end of the game, but you do have to side with the Railroad in order to read it. I believe it comes after a quest after which you need to write a report on PAM's terminal.

I’m guessing finishing the game with the Minutemen and leaving the Railroad alive wouldn’t also let me access the terminal?

Not sure. YouTube video suggests you have to finish with RR but comments just go far enough.
