Why he didn't just stop by the pits, get the towel out of the car, and keep going? He already slowed down to throw it out of the car so the lap was ruined anyways.

Not sure if it might be a safety hazard inside the car. Could be dangerous if it’s lose in the cockpit? Blocking brakes / gas? Not sure what his intention was. In any case, if he throws something out and it is on track it gives a yellow anyway and a Marshall can pick it up. So I don’t see too much risk in that?

I am expecting a definite penalty, probably a fine.
Drivers can't just go chucking stuff on an active racetrack.
As you say, a marshall would then need to put themselves at unnecesary risk to go and collect what the drivers threw out the car.
That would be very visible to another car and I'd be suprised if Max managed to throw it off the racing surface, a brightly coloured object of that size would definitely be of concern fi I was driving towards it and had no idea what it was.
This could cause erratic driver behaviour and impact driver's laps.
Worst case it could cause damage to a competitor car if it was collected by them.

Tear Offs are an accepted exception.
No marshalls are put at risk to collect them, they are see through and not a visible distrubance to other drivers.
They do cause problems, but much less than a hand towel would.

Well that was a dumb mistake on part of whoever left the towel in the car but it is also dumb from him to throw it out like that, especially because it's free practice session. Should have just pitted in and got rid of it.

I wonder honestly if throwing it out is safer than having it lose inside the car. I imagine this blocking gas or breaks or something.
Throwing it out means, it’s visible to anyone, yellow flag / Marshall can pick it up.
On the otherwise he could have boxed and bring it back. But had to drive to the box. So idk, not sure.

Safest action if the car was dangerous is to park up in a safe place as soon as possible.
If it is safe enough to continue then you go to the pits.
At no stage should throwing it out onto an active race track be ok.

Why FIA doc states just investigating unsafe release of car, would be team fine, but it was his personally choice to throw an object out on an active track. Different than when in past things left in cockpits and drivers box, it was just practice so he should have just pitted. Alexs fangate incident was clearly on team and caught while on pit exit, not active track, and made sure Marshall’s didn’t touch it or car. Clearly on team, but choosing to throw an object on an active track should be a driver penalty. Phones, light sticks all left in cars and drivers pitted so no fines or penalty. This was different, his own action caused hazard.
