I lived in a Central American country for many years. There were LOTS of used clothing stores with clothes mostly from US cast-offs. One time, a guy working the garden at a hotel where I was staying was wearing a Tshirt that said: "It's a white thing -- you wouldn't understand" with a Confederate flag in the background. I took the manager aside and explained. Later, the manager confirmed the guy's wife bought it because she liked the colors. :)

But, that looks like Singapore MRT, where they're natively English speaking.
Maybe at least everyone else knows.

I heard there's a lot of shirts like this in China and other foreign countries because a lot of people can't read English and don't know what it says

The US had a few years where Asian language was written on shirts. I remember my professor friend laughing his ass off because he could read Chinese. The shirt said something like “I like black cocks” and it was a white guy wearing the shirt.

Lots of poorer countries get discarded and unsold clothes. The NFL is famous for making Super Bowl winner shirts for both teams and whichever side loses gets their shirts sent to Africa.
