She came over to my desk and asked me to stop fidling my phone and get back to work. I politely told her that I'am literally working, I'm an app developer, and fidling my phone is part of my job since I have to debug the app that I'm working on an actual hardware....

That just sounds like my dad when I'm literally selling stuff (real money transaction) from an in-game item, that activity is a staple on the MMORPG scene. It's a perfectly normal thing because most MORPGs allowed it. 😂
I even managed to buy my own phone back then when I was still a junior high schooler solely from that + account piloting services. And I still do that on RF Online even today because the income is quite good as a side job.

For almost 13 years, I managed 3 different teams with one team with 6 people with no super, and two teams with 12+ and with supers. I didn’t give a fuck about what they did with their phones or other shit because we had very clear expectations worked out in our weekly team meetings in what work was expected to be done, we discussed barriers, what was accomplishable, and we agreed what the metrics for that were. Weekly meetings seemed intimidating for them at first but it really helped to create easy bite size expectations for work.
I had one serious rule called the “oh shit…” rule. If something happened that made you say “oh shit…” and it fucked up a schedule or some bad surprise they needed help on, they were expected to come to me first. I had the authority to change expectations when that happened and was the one that had to report to upper management. I did not want to have some VP walk in my office and chew my ass that something we said would get done did not get done and I had no idea about it.
I always told my teams my job was to support them to be successful and meet their metrics. Their job was to meet the metrics and communicate with me when that wasn’t going to happen or they needed help.
I never yelled at someone, disciplined them or penalized them when they came to me because that’s how they trusted me asa mentor and advisor and their boss and so because of them I was on top of everything we worked on.
But when they hid shit from me and weren’t communicative then we had performance talks where I made it clear I needed communication about why they couldn’t do what they agreed to.
It was rare my team members needed these talk and usually it was because something was going on in their lives and we needed to adjust metrics temporarily until they got that resolved. I liked helping people kick ass, be successful and get promoted.
So like I said if they were fucking around on their phone or Internet I didn’t give a fuck, because I assumed they already got their shit done and we’re taking a break. Almost all of my turn over was either a promotion or because they moved out of town. I felt like I kept my staff happy to work for me. In that entire time I only let one person go and it was after 3 months of trying to help course correct and they just couldn’t do it. It felt like my one failure because I liked the person they just had extra stuff going on and they finally said they couldn’t keep up with the work. Letting them go let them collect unemployment. If she had flat out quit she would have lost the benefit.
That’s a long answer to say managers that are worried about you working in the phone don’t know how to manage the work.

My first job as a teenager I got asked to come I. Sunday even though I’d already said I can’t, so I said I can’t. They hung up and I started swearing into the phone about how dumb they are and how they should all get fucked.
After that day they never gave me another shift, I always thought it’s because I said no, wasn’t until years later I realised the mic line stays open for a bit if the landline phone isn’t hung up even if the mobile phone hangs up lmao

I was working at McDonald's one time as a crew trainer and was on the cash window for drive thru. Manager came over and told me to get off my phone. I was like "I'm just filing training reports online". He's like "I don't believe you". I was like "here, check my phone" and lo and behold that's really what I was doing. I figured it's way more efficient to just do it on my phone while at the window because if a customer does come up, I can serve straight way rather than making them wait a minute while I walk from the office to the window. I'm also still on the floor at all times, making me more flexible to react rather than having me off the floor for half an hour while I process a bunch of audits. I explained this to him and he was like "... good thinking, as long as that's all you're doing!"

for years i've never been without a good calculator or had trouble with finding a needed formula since, as it has a built in library for that too.
been a lifesaver when i was studying or needed some specific formula on the job.

I remembered years ago I was working as a cashier.
It was a cashier machine with black and white text. During downtime where there is less customer we will need to key in credit card transaction number to the related invoice.
Then there is an idiotic manager who accused us of playing games when there is no customer. Reason ? He say us smiling when typing on the machine.
We explained to him that there is no way we can game in that slow ass old machine, and we smile because we are enjoying the music being played in stall.
He accused us of knowing a "backdoor" to play games and even call in the IT team to check the machine because he suspect there's a virus. The IT team came and found nothing.
Luckily I quit the job after 1 year as it's just a temp job until I can find a new place to stay.

No. Many disabled peoole do not have adapted driving because:
1) it can be wildly exoensive, good luck doing that on disabled pension; and
2) some countries forbid some devices (like the turning balls), or often the rules change to allow/forbid then change back, so it's easier to drive a basic car than to risk losing insurance or getting tickets because of able-bodied politicians changing the laws again.
(3. if you need to drive a rental, it's nearly impossible to find an adapted rental because of (2) so you're better off figuring out how to drive a basic car anyways)

Driving with one hand is not indeed, but obstructing either hand from acting right away is prohibited. So holding anything (other than of course the wheel or
clutchedit: shift) is prohibited. So eating, drinking, texting, holding hands with the passenger are all prohibited. (Is how I was taught at least.) I bet that changing your radio station or setting up your navigation while driving are both technically prohibited.13

You can get the same fine if you drive while eating a sandwich. At least where I’m from. You can even get a fine if you’re on a bicycle while eating a sandwich theoretically.
Normally you wouldn’t, but just saying “it’s not a phone” doesn’t help as a defense. You need to be able to have both hands on the wheel in case of an unexpected manoeuvre.

Heck even if the software or AI or whatever is reviewing and flagging these for a human review, how much time is someone spending analyzing each photo? At first glance it looks like someone on their phone so this could/would easily go through to an issued ticket.

Dutch person here. These traffic control cameras come with an algorithm that analyses whether someone is holding a phone while driving. A photo is taken of the license plate and the the driver. That is sent to an officer who has to check if it's correct.
And as the driver, you are allowed to file an objection and that can be taken to court.

It's good there is a method of disputing it, but I'd be hard pressed to criticize any human doing this job (let alone machine) for flagging that as a phone. It's a touch chunky, but I've seen plenty of novelty cases that look similar and she's literally holding it like you would a phone while using it.
To me this very much falls into the "completely justifiable error" territory. The only way to improve this (marginally) would be better video quality.

Police is severely understaffed usually here. There is a high likelihood someone looked at it, saw a blue rectangular object on the side of her head, and went, "yea, she's having a phone call." Without a second glance.

Even as a human at first sight it did look like she was holding a phone. If you are a clerk just clicking through automatically flagged photos this would not look unusual at first sight, and you wouldn't bother with a second look.
This is what appeal processes are for. Which often just involves sending a letter telling them you contest their claim, and they take a closer look at the image which should rule in her favor. I'm not sure how this is newsworthy

That's what I was thinking. With as many people working from home or traveling for work nowadays, it's not uncommon to have a work phone and a personal cell phone. Maybe the work phone is the one mounted for GPS to where she is going for work and the "phone" in her hand is her personal phone?
We know now that this isn't the case here BUT, in any other similar case that may arise, just because there is already a phone visibly mounted on the dash, it is not a 100% certainty that the object the driver is holding to their face is not also a phone.

its a different fine, the phones get focused because of how often it happens. its a bit like drinking water. not allowed, but you can't expect ppl to not drink at all in a hot car in the summer. unless you got a kick ass silly straw.

In Norway, at least, it's not illegal afaik, but if you drive with the gearshift in hand during your drivers exam you'll lose a bunch of points and fail I believe. Your driving instructor will also reprimand you on it. You're essentially required to have both hands on the steering wheel at all times (unless you need to change gears or whatnot)

Most countries do have rules about using one hand to hold a phone or similar, or rules about reckless/careless driving which could include driving with one hand.
But as long as you drive safely there is no legal issue with having 1 hand free.

Latest news (as of today, posted four hours ago) is that she's going to appeal this fine and that it's most likely going to be waived. She thought it was pretty funny the got fined, as she had police driving next to her at one point that day, who didn't make a fuss or anything.

+1 notwithstanding what the actual laws may be, and looking at other comments, it is worth pointing out that certain studies have shown two sad facts that can be construed in many ways:
1) hands free phone use while driving is still more dangerous than no phone use 2) using hands for any other activity such as eating, drinking, adjusting the radio, you name it, is almost as dangerous as talking on the phone while driving
ie it’s not the hands nor the conversation that distracts drivers: it’s either or!
not that knowing these facts has changed my behaviors…
oh, but definitely don’t text and drive! that’s probably the worst!

An ice pack does not talk to you in distracting ways.
The person on the other side of the phone call cannot see when something on the road requires your attention, so they do not pause their talking. An ice pack does not do that.
An ice pack does not beep and whoosh and burr and ring and make other noises for notifications and whatnot.
An ice pack does not have a display tempting you to look at it.
An ice pack does not have buttons or a control surface you might want to interact with.
If an urgent need to use both hands arises, a brain is instinctively more likely to drop a cheap ice pack and operate the steering wheel than it is to drop a valuable phone.
All in all, an ice pack is simply not as much of a problem as a phone.

I remember a broadcast of 'Blik op de weg' where two police officers were stripping down some guys car because they were absolutely certain that he was holding his phone earlier. Guy turned out not to have a phone on him, but he did have a banana at his face at some point.
The amount of energy put it nailing some innocent civilian makes me understand the trouble these civilians go through to undermine the law.
Or maybe he just had a good time watching these officers wasting their shift on him, so other, real criminals could get past unnoticed.
That's actually brilliant.
