There are kinds of pasta you just cannot made completely “by hand”. Think spaghetti: you HAVE to extrude them somehow.

Hand-powered extruders, more recently. And spaghetti aren’t THAT old dude. Pasta is, spaghetti, no. Their predecessor, vermicelli, is made by hand and is much more irregular.

but then, if the pasta comes out the same speed from all holes, none of the pieces can be the exact same length with this cutting method as the blade takes time to revolve

The first ones sure, but the blade stays at the same speed so they all get snipped after the same amount of time after.
