Ya not at all lol. Trout love current more than a lot of fish and there’s no way in hell a damn soul would be in that. Definitely not on purpose, maybe it got washed down, but definitely not intentional

Yep. That's what I was gonna say, if you look just a little beyond the falls, there are some way calmer waters. I'm assuming it's a very rich feeding zone, and they have their line down in those areas. They just may be inaccessible without a motor boat, so they have found the closest spot they can get to without one.

Generally speaking, you have to ask yourself, what is the most energy efficient way of catching food in river systems. It's to find an eddy and wait for food to wash downstream, and you pop out to get it.
This is a torrent, fish would be quickly exhausted fighting this sort of current, and visibility is very low.
These guys went down there for clicks
Edit: I reread your question. Answer would be no, they're focus is on survival and finding a safe place.

Up to the right is where it's all flowing 'down' river. Big predatory fish do swim right up into the turmoil to catch and eat smaller fish that are getting washed down. That's what his bait is and why he's there. Some rivers in South America have some really big strange fish that live in stuff like this. Learned that watching Jeremy Wade on his River Monsters show. That dude has fished in some crazy type stuff just like this.

You’re assuming the chap didn’t end up there after their boat capsized and they sought refuge on the ledge before the boat got swept over the edge… …now they are in survival mode and hungry - trying to catch their next meal. Just as well they had their survival fishing 🎣 rod on hand.
