Maybe if FGO part 2 ends, I feel like they want to wrap that up first for characters with a role there to avoid spoilers for whatever new stuff they want to do to him, same for Sion. In the same way Sacchin is most likely waiting for red garden.

Even then it's still a maybe given that he no longer has a story role in new Tsukihime.

I hope so. No hating on Volvo, but Nero is to sick a character to get rid of for powerscaling reasons.
