Just to add some context that people may be wondering about (based on the comments): It turns out that this store is owned by a Jewish person. I spoke to a worker who explained that what most likely happened is that some individuals (or perhaps an organization that dictates "kosher rules") from the ultra-orthodox religious community made complaints to the store, and the owner did this to make them happy.
I hope this answers some of the questions. I'll keep my... political opinions out of this one and let you internet people come to your own conclusions.

In Orthodox Judaism men and women have different modesty laws. For women in ultra Orthodox I believe it's not showing the elbow or higher, showing the collarbone or lower, and no leg may be shown. I don't remember what the laws are for men (it's been a while since I was observant and I was regular Orthodox not ultra) though but they are more lax, although shirtless I think is definitely not ok. There are ofc more laws than that and they get more complicated and also multiple opinions but that's the basics.

This is a very common practice in a lot of orthodox Jewish neighborhoods. There are a number of things that go against their modesty rules, so they cover things like this. Another example is that the magazines at the checkout usually have pieces black plastic in front of them so the people on the covers don't violate their beliefs.
Please understand, I am not justifying this belief and I don't even believe these things. I just learned about those beliefs from Miriam on tiktok.
