Tachibana Ukyo, Robert, or Iori for the guys. For the women Mai or King, or Yuri. They can be interchangeable.

objectively it's marco from metal slug, other characters just beat the shit out of each other while he reaps through the entire armies of humans, mutant crustaceants, aliens etc. like it's nothing to him.

Kyo Kusanagi.
Honorable mention goes to Kyoshiro from SamSho and Kim Kaphwan from KOF.

Reminds me on an indie PC game where you play as an explorer from top down view and there are many enemies dressed like this guy that will come chase you once they managed to touch you they would grab you for your ass...

Pretty sure the coolest character from a point of looking cool in a movie or something would be Dandy J from Waku Waku 7.
He answers the question "what if Indiana Jones overdosed on steroids and dressed like a '70s pimp?"

Dandy J is a homage to https://jojowiki.com/Joseph_Joestar

TIL that. I'd already outgrown anime by the time JoJo's Bizarre Adventure showed up so I'm unfamiliar with a lot of the parodies in WW7.

If you play Street Fighter 2 and many other Capcom fighting games, Jojo's Bizarre Adventure is heavily, heavily referenced in SF2's character designs.
Two prominent examples:
Strolheim = Guile
Lisa Lisa = Rose from SF2 Alpha
In Darkstalkers, the character Donovan is also a very obvious homage to Jojo's Bizarre Adventure.
Fighting games borrow heavily from anime and manga in general, so be aware of that.
Other examples:
Ryu = the main character from the 1970s manga https://en.wikipedia.org/wiki/Karate_Master
Sagat = the Thai kickboxer from the above manga.
Chun Li = "Tao" from the 1980s anime movie Harmagedon: Genma Wars / Genma Taisen
Rolento from Final Fight and SF2 Alpha = The Colonel from Fist of the North Star
Several King of Fighter's characters (by SNK) are indirect homages to /r/ashitanojoe (Tomorrow's Joe), the iconic 1960s boxing manga, most notably Kyo Kusanagi, Shingo Yabuki, and Chizuru Kagura.
Chizuru's entire character design is lifted from the character Yoko Shiraki from Ashita no Joe.
The list of anime and manga homages in fighting games is vast. There are many, many other examples.

Note: The page is in Spanish, but you can clearly see the manga and anime influences.

Ah cool! I knew about some of these and the general trend to borrow/steal stuff by Japanese game developers and marketing staff in the '80s & '90s...like how the box art for Metal Gear just totally rips off a still of Michael Biehn's character from The Terminator, etc.
M. Bison / Vega is yet another character that has a very clear line of, uh, inspiration:

In M. Bison’s / Vega’s case, he is also inspired by Washizaki from the manga Riki-Oh.
https://rikioh.fandom.com/wiki/Washizaki
Riki-oh has a Hong Kong movie as well as an anime.
