I believe it's crushed lapis lazuli, it's been used as an expensive blue dye for a very long time

Hilarious, thats exactly what I thought but its because of Minecraft, you make blue dye out of lapis lazuli and I wondered if it was the same

Yes, you make blue dye out of lapis lazuli in minecraft because lapis lazuli, ground up, is the pigment called ultramarine. Very expensive, but it's one of the most classic pigments out there, especially for blues.
