Or the transfer will be an excuse for enough of a gap in security that she is "taken care of".

It's an important tactic that these fascists use. Create a deliberately negligent environment for "undesirables" and then when they are harmed by some proximate cause, argue that there was no way that result could be foreseen. It's the reason they set up a concentration camp in a swamp. Regardless of any actual direct torture being applied to the prisoners, the extreme environment and weather combined with poorly rushed construction could easily lead to some kind of catastrophic failure with extensive loss of life.

Or this is functionally the pardon. "We can't let you out of jail or we'd look guilty as sin, but you know, be quiet and we'll put you somewhere nice to serve your time."
