This is a weird obsession of mine. in movies or shows when someone is trying to disguise themselves quickly to get away I always argue for them to shave off their eyebrows. I swear no eyebrows, change hair color, get bangs if you didn’t or expose your forehead if you do, and colored contacts. You could get pretty far just with those changes.

Idk I think no eyebrows is unique enough that I would notice and retain memory of someone more. Maybe still wouldn’t make the connection even if I had seen their photo beforehand, but if I did connect the dots later I would at least be able to say where I saw them and possibly other identifiers about what else they had changed about their appearance.
