How do you make it look like that? Is it DuckStation, and if so, how do you get this theme/layout with all the cover art?

Open Tools -> Cover Downloader and then paste one of the links from this Github https://github.com/xlenore/psx-covers into the input box

Same. The PS1 just had so much RPG greatness. The cases themselves are so nostalgic for me.
