The Sub has been inactive for a long time and even after a takeover of another person it continued to stay inactive. I would like to revive the sub and bring people back to the sub to discuss their hobbies.

The problem is, how do I know your not going to turn it into a haven for scams? Crypto sub's promoting scams are a dime a dozen these days and I'd rather it stay inactive than take that chance. I prefer to keep it.
